Ecological Risk Assessment/Risk Assessment

  • Experience: Experience: ERC has conducted risk assessments for oil and chemical spills from vessels, pipelines, crude-by-rail trains, offshore exploration & production facilities, terminals, and other sources for a wide range of applications, including environmental impact statements (EIS). ERC has also conducted risk assessments for port state control, vessel traffic/casualty analyses, and dry cargo discharges. ERC has teamed with Applied Science Associates, Inc., to provide ecological risk assessments using state-of-the-art trajectory, fate, effects, and cost modeling of actual or hypothetical oil or chemical spills.
  • Capabilities: ERC can provide ecological and other risk assessment services on a customized contracted basis, as per client needs and preferences.

Spill Data Analysis

  • Experience: ERC has conducted analyses of spill data for the purpose of determining risk, contingency planning, historical trend analyses, future trend projections, compliance and enforcement analyses, and cost-benefit analyses of spill prevention programs.
  • Capabilities: ERC can conduct a wide range of statistical analyses for clients on a customized contracted basis. ERC can advise clients on the most appropriate analyses based on the intent of the study and client needs.

Spill Cost/Impact Modeling

  • Experience: ERC has conducted spill cost and impact modeling for the purpose of contingency planning, cost-benefit analyses, technology assessments, ecological risk assessments, governmental rule-making processes, litigation, and post-spill analyses.
  • Capabilities: ERC proudly teams up with Applied Science Associates, Inc. to perform complete state-of-the-art trajectory, fate, effects, and cost modeling of actual or hypothetical oil or chemical spills to determine risks for impact, environmental damages, socioeconomic damages, and spill response costs. ERC can provide these services on a customized contracted basis, as per client needs and preferences.

Cost-Benefit Analysis

  • Experience: ERC has conducted cost-benefit analyses of oil spill prevention measures, spill response preparedness programs and regulations, and response technology developments for US Environmental Protection Agency, US Coast Guard, and Washington Department of Ecology. ERC has also developed a unique spill response cost-effectiveness analytical methodology that can be used to evaluate the potential benefits and costs of various response strategies with regard to response costs, environmental damages, and socioeconomic impacts.
  • Capabilities: ERC can provide cost-benefit analytical services for the purpose of evaluating spill policy, preparedness, and response technology on a customized contracted basis, as per client needs and preferences.

Spill Cost Analysis

  • Experience: ERC has developed a unique spill response cost-effectiveness analytical methodology that can be used to evaluate the potential benefits and costs of various response strategies with regard to response costs, environmental damages, and socioeconomic impacts.
  • Capabilities: ERC can provide cost analytical services for the purpose of estimating response costs, as well as environmental and socioeconomic damages for actual or hypothetical spills on a customized contracted basis, as per client needs and preferences.

Spill Database Development

  • Experience: ERC has developed customized oil and chemical spill databases for government agencies (US Environmental Protection Agency, Minerals Management Service, US Coast Guard, Environment Canada) the National Academy of Sciences/National Research Council Ocean Studies Board Oil in the Sea III: Inputs, Fates, and Effects Study (2003), and the International Maritime Organization/United Nations Environment Program Joint Group of Experts on the Scientific Aspects of Marine Protection (GESAMP), as well as for private industry and non-governmental organizations. ERC also developed a database of oil-containing shipwrecks for an international study of the potential pollution issues from these vessels.
  • Capabilities: ERC can develop customized web-based or local PC databases on spills, discharges, casualties, pollution sources, invasive species, or other topics of concern to the environmental regulatory community or industry in a variety of formats. User interfaces, search engines, and other features of interest to the client can be incorporated as per client needs and preferences.

Expert Witness/Litigation Support

  • Experience: Dr. Etkin has provided expert witness testimony and litigation support in the form of data analyses, spill modeling, historical case study and trend analyses, spill cost analyses, risk assessments, in-depth case study analysis, and research. This testimony has been used in federal and state courts, as well as international tribunals.
  • Capabilities: ERC can provide expert witness testimony, litigation support, and advisory services on a customized contracted basis, as per client needs and preferences.

Legislative Support

  • Experience: ERC has provided statistical analyses, case study histories, spill trend analyses, spill cost analyses, spill prevention and response cost-benefit analyses, and other advisory services for legislative support to the federal government and to state governments.
